Upton upon Severn Town Council consists of fifteen councillors representing the three Wards, namely those of the Town, the Hook and Longdon Heath. The town also has two representatives on the Malvern Hills District Council.

The Town Council meets every month with the annual meeting in May. Within the council are three main committees which meet regularly to carry out the work of the council with the clerk. All meetings are open to the public.

The Council owns and administers the Sports Field, the allotments, the Children's Playgrounds and Recreation Field, and the Cemetery, as well as the old Cholera Burial Ground. There are also three riverside sites which are owned and maintained by the council for the benefit of visitors; picnic tables are provided. Moorings are also supplied for waterborne visitors. The Old Churchyard is owned by Malvern Hills District Council but the flower bed is looked after by the Upton in Bloom Committee.

The town is administered from its office in the Memorial Hall in Old Street. This Town Hall, which has a main hall capable of accommodating 200 people and a Council Chamber 100, and various smaller ancillary rooms, is let to many organisations for fund-raising events, meetings, dinners and conferences both private and public, functions it shares with other premises in the town.

The hall has a theatre licence and excellent facilities for dramatic and concert performances and dances. It is in regular use by the local playgroup. The council has representatives on the local charities, the School Board of Governors and other organisations.
